For the third time in as many years London politicians have turned down a proposal to shift part of the burden of the water and sewage tax from homeowners to business and commercial users. Under the proposed plan, homeowners would see water-rate breaks of about 4% and sewer-rate reductions of as much as 18% while businesses would see rate hikes of as much as 30%. For the typical homeowner, the changes would save about $2.75 a month.
